有效利用外资是促进县域经济发展和扩大对外开放的重要途径。切实做好引进外资工作，对于壮大产业支撑、推动工业集中发展区建设、推进城乡一体化进程具有重要的现实意义。
一、我县直接利用外资的现状
(一)外资总量继续增长。按成都市目标考核口径，今年1-8月，合同外资金额4944万美元，实际使用外资1163万美元，同比分别增长969%和164%。
(二)工业仍是外商投资的主要领域。工业实际使用外资占全县到位外资的87%，而且呈增长趋势。
(三)投资规模不断扩大。在引进的外资项目中，投资总额在500万美元以上的项目有4个，占总数的80%，我县缺乏重大利用外资项目的局面有所改观。
(四)知名品牌项目比较集中。完成引进世界500强企业目标，占全市引进世界500强工业企业的50%。泰国正大(chia tai)、英国维珍(virgin)、加拿大铝业(alcan)和台湾海霸王(hai pa wang)等品牌在国际上均有较高知名度。
(五)外资进入领域与我县产业布局比较一致。今年签约的外资项目中，4个属食品饮料类，1个属机械制造类。
(六)完成目标进度在成都区(市)县中位于前列。截止8月底，我县是全市范围内提前并超额完成全年合同外资和实际使用外资两项目标任务的3个区(市)县之一。是同环区(市)县仅有的一个。年初确定的“5431”目标部分已完成或接近完成。
二、我县利用外资的效应分析
